Yes, Germany declared war on America, and that's not the point of the quote. It was Roosevelt who started wheeling and dealing out the concept of war crime. He changed the nature of warfare by turning war from ideological conflicts into a moral struggle of good vs evil. It wasn't just the top Nazis being charged after the war. Rome and Parthia are vying for control of the puppet state of Armenia. They agree to peace talks.
Rome is represented by Crassus, the rich as all fuck Triumvir who rules alongside Julius Caesar and Pompey Magnus. Parthia sends some general named Surena.

Parthian general asks Crassus what terms he offers. Crassus replies he will personally deliver them to Ctesiphon (Parthian capital), implying he will conquer it. Parthian dude is pissed, points to his palm "Hair will grow here before you will ever see that city." Storms out.

Few weeks later comes pic related.

Afterwords, Napoleon stormed out of the room and demanded that Talleyrand be exiled. A still bemused Talleyrand then turned to the Marshals, still lowering their heads and fear and with his still bemused smile said "Well now, that was unsightly"
