I've restored olf pictures before, that one is in a terrible state.
I would remove all the scratches and try to source color images of the clothes, then I would repair them toward what they should look like.
It's better to have the background faded and blurred to highlight the optical centre which is the person.

It's either 1890 or 1900 but I saved it as 1890.
The standing guy is my great grandfather. I'm actually surprised the photo was quite detailed.
