Actually, they did. Only that the proselyting sects went extinct and we are left with those close-knit ones, descending from the Pharisees. Some Romans (especially women) did convert or were at least interested in Judaism.
The reason why Judaism never really caught on is that Romans and other Indoeuropean peoples saw many Jewish customs (especially circumcision) as repugnant an demeaning for a real man. Christianity was able to gain more ground precisely because Paul was able to force the abandonment of the Jewish laws.
