If there were no revolutions but Russia eventually became a democracy, then maybe

If russia had the one democratic socialist revolution, and only that one, then probably no.

You could argue it might even be worse - when Stalin came into power. Russia was still easily 100 years behind the other Western powers in terms of industrial development.
