It's still closest there was to democracy as even though about, don't recall exactly - 5%? 10? 20? Doesn't matter. Even though such "minor" part of the society participated in it they all had equal influence on decisions so they were technically all representatives. Find me a democratic nation with similar ratio of representatives to citizens, you can't.
