When Romans got utterly defeated by the Samnites, they survived by accepting the Samnites' request to be Roman citizens.

There's a number of factors. Environment, resources, great trade routes, etc, etc. The Mediterranean region was prime for development. The idea that one group of people are just naturally dominant over others is false and a gross oversimplification. If it were true, those people of old would still dominate today.
