Reagan didn't care much about what was happening in the ghetto and he created a foreign policy based off drug trafficking groups.
It gives too much credit to him or his advisors to suggest that their Latin American adventures were tied into a plot to hurt black Americans.
They just didn't see the connection and didn't care to look until it was too late.
