I personally can't really count a leader who lived to see themselves killed or their empires fall to pieces. so Hitler, Napoleon, and Caesar are out for me.
to me, Augustus was the man who truly laid the foundation for an empire that was built to last across Europe.
Also want to make a note for Charles V, it's actually kind of sad to see a man who was bred and groomed by everyone to be the greatest european leader of all time just to fall flat from failures and physical exhaustion. poor guy.

He could've been the greatest, but nobody believed in his project. In theory the menace of the Suleiman and Barbarossa upon Europe should have united it under the natural leader that was Charles, but everybody else inside or outside his realms had other priorities. The story of Charles V can easily be summarized as: "This is why we can't have nice things".
