Being the closest thing to a Nazi Communist one could possibly be, and seeing humans as living automatons. Not mindless machines per se, as they would still have to cultivate themselves and practice sports, while still working, but legions of clones with the same needs. No place for individualism. Every one would have to be a perfectly happy and comfortable member of the collectivity.

He just forgot Humans have a taste for emotions and feelings, and a tendency to not enjoy living in concrete cubes.
