Actually you could think of Unification Period italy as the Empire of Sardinia-Piedmont in some ways.
The Italian States - some of them at least- are quite independent that some of them were becoming national movements. Venice to name one.

In any event, one may argue that Italy has historically worked best as a cluster of bickering city-states (Roman Empire aside). Would commerce in Venice or the humanities in Florence really have flourished under a single broad, strict governing body?
