It arguably wouldn't have led to consequences as bad as we have now. America would have won some good will among the Shi'a and Jihadism wouldn't have had as much time to develop. Iraq would have had a lot more time to get it's shit together before the rest of the Arab dictators inevitably decay, meaning something like IS wouldn't have happened.
