Either Iranic or Celtic peoples probably caused this, both were noted to be the earliest groups to adopt the usage of trousers. Scythians and their descendants would often run into Greeks nd Romans.

It wasn't until I think the third or fourth century that pants were commonly worn by the Legions because it was considered unfashionable and barbaric to wear pants. Usually to keep themselves warm they just wore more layers of clothing underneath their armor and not pants.
