It has no insignia. Why is that so? Did other people wear peaked caps with no insignia?

that image simply represents Josif Vissarionovich Dzhugashvili as Stalin

if the image is a representation of Dzhugashvili the great military leader or Josif Visarionovic the wise ruler or Dzhugashvili the shrewd politician or father of the people or something then he will be wearing the appropriate costume and associated symbols and parafanelia

if its just a image of Josif Vissarionovich Dzhugashvili as Stalin then he dosent need any insignia
the lack of official symbols of power actualy hint hes above all other instances, he is Stalin, Stalin is itself a position of power beyond any state function or position in military command, Stalin himself IS the position of supreme power, in that context uniforms denote subjugation to this supreme power

north korean kim's do pretty much the same thing, so did chinese communist high state officials and so on, in khmer rouge organisation the hierarchy was denoted by the top guys wearing plain, generic black clothes, like basik pants/shirt or oweralls, Mussolini mostly went around dressed like a upper-middle class dude out for a bit of fun but put on the full Duce costume when doing live standups, but both fascists and nazis both had also that shirt pants & tie thing, and fascists generaly alternated betveen full ceremonial uniform and the rougher rouge paramilitary look, Tito wore his marshal uniform when occasion required he showed up as the great WW2 guerrila leader, but the second part of his immage was one of totaly cool balkan alpha that dresses like a hollywood celebrity and hangs out with Sophia Loren and so on, similar with dudes like Sadam and Gadafi, in fact most 20th century dictators had this thing of being repressented both as function and the Man himself etc...

you can see this repeated in combinations in a lot of times and places where you get a supreme leader type thing, the costumes and isnignia worn are often a ritual, ceremonial thing, the position of power itself is beyond this

Stalin didn't wear military uniform before the War. What he is wearing on the picture is a civil costume in military style. This style was very popular among Soviet statesmen in that period. So peaked cap he is wearing is not part of uniform, it's just a hat, any man could wear it, so there is no any insignia on it.
