Nubia was a shitty culture, not a civilization and an Egyptian colony for the most significant parts of it's history. They basically sprung up and barely got past Neolithic only due to contact with Egypt. Then they fell into decline, Egypt took over and made them not shit. After the Egyptians withdrew they went back into decline relatively quickly and faded into irrelevancy.
Egypt gave them all they had and even then they couldn't imitate it properly.

They were taken over by Egypt at various points, but never during any 'significant part of it's history'. The most significant periods in Nubian history were the Napatan, Meroitic and Makurian periods, all periods of independence from Egypt.

Most cultures only got past the Neolithic because of contact with other civilizations, the Egyptians included. Once metalworking was introduced to Nubia, it flourished. Meroe in particular was a massive center of iron working.

Actually after the Egyptians withdrew from Nubia, the Nubians formed their own kingdom and conquered Egypt itself, only being pushed out by the Assyrians. They then continued to flourish at Napata and Meroe for centuries while Egypt fell under foreign domination.
