Pretty sure the high command in America knew they would retaliate due to the oil embargo. Japans options were pretty much give up, start a war or just wait as their oil based navy became useless. Only thing suprising about the attack was it happened sooner than expected.

First off, an embargo is not a blockade. There were 0 American warships disrupting Japanese trade. They simply refused to sell oil and got the Dutch (who at the time controlled Indonesia) to hop on that boat.
Secondly, the embargo started in August of 1941, it wasn't "forever" it was less than 6 months before the Japanese retaliated with violence.
