I would get two pairs of the leggings...
Alter one pair by cutting out a large circle around the crotch area so the bikini bottoms aren't covered up. Leave the waistband and strips on the sides for a garter/stocking style bottoms like the one in my pic. Fold and sew the cut edges if you're handy with a needle.
Cut up the second pair to make sleeves like anon suggested. You can also use the scraps for headband, collar, or leash.
If its a leather collar, cowbell, leash and you can get at a coventional sexshop. Get some black devil horns and find a cowbell at a costume store.
If it were me though, I would go for the cow/cowgirl style and use denim looking stockings like my pic and give her a cowgirl hat.
I buy lingerie/costumes for my wife all the time by mixing and matching what I can find. It can get pricey but isn't your fetish worth it?
