I'm looking for a manga from a while back kind of similar to Drop Out by Fan no Hitori.
The plot is basically a high school where there is a sexual release program for the good male students and teachers. Girls can volunteer to join the program, or if they misbehave they are required to participate.
The manga starts out with a new girl transferring to the high school and being asked if she wants to join the program. I remember that in the program there is one slutty girl that keeps being tardy too class to she can be sent into the program.

Probably a manga by the group Tuna Empire (possibly After School Slave Club) or the group Mayonnaise. They do a lot of this stuff but they are the most likely candidates id say.
