Hard to say... I like many NTR authors but I rarely like more than 1 story (or either they didn't do a lot of NTR hentai).

So I'll second Sanbun Kyouden since he mainly do NTR and all of his story are solid.

Takeda Hiromitsu. The way he draws expressions as girls succumb to pleasure... guh. Ima Ria, Mana Tama Plus, Tsubomi, etc. are all great NTR by him even if the plots are generic.

Gentle Sasaki draws which fits OP's criteria. If you care for the characters because they are beautifully drawn, then you are correct. If you care because their characters were well written then you are praising the wrong person.
