The command I use for silent webms is

-r is framerate. Best ways to keep the file size low are to lower the framerate and scale. You can also add in the commands -ss 00:00:00.000 -to 00:00:10.000 to set the start and end time for the webm, but I use Avidemux instead because it's easier to be precise.
