Because under that panel is where the stairs turn over to go back down the underside of the escalator, and there's no extra room, so if you fall in you get ground to death by the escalator. There have been a shitload of deaths in China because the escalators that are in use have pretty much no safety features, and many people have fallen through warped/incorrectly installed plates at the top and died horrible deaths.
If you google it there's a video of a woman with a kid falling it and the woman getting her lower half turned into red play dough while she uses her last moments of life to shove her kid past the deathtrap.

Chinese escalators are not safe, I used to have a webm about how many people fall into them with examples. China has shit-tier safety inspections/standards.
