Depending on the city, you get a fine as a store owner if your business is out of code. This includes damage to the property or vulgar displays/vandalism not being investigated as part of a crime.
These fines, again dependent on the city, can be between 20 and 1000 bucks. The only way to avoid this is either have it cleaned, convince law enforcement to help or do something like this outside the law. Getting it cleaned takes like a week at most and still gets you a citation because they all fucking scheme together. Law enforcement will not step in unless it is obviously gang related or local law has graffiti as property damage and not just a minor thing and the fine payed is to the city, not a civil enforcement to the business.
In the end, the only way that foreigner could probably keep himself from losing thousands in cleaning and fines was to beat the punk senseless. Also, god forbid that the local major realtor rode by and saw graffiti on the building or the place will sit for years, not being sold for the amount the property is even close to worth.
