You start out with 33554.4 kilobits available in the 4 mebibytes available to upload on 4chan.
Then you divide 33554.4 by the number of seconds in your webm, and that gives you your overall kbps bitrate to work with for the webm.
Then you subtract however many kbps you are using for the audio and that gives you your ideal video bitrate. You only need 45kbps audio for stereo sound at 44100KHz sampling rate to have any webm sound good, and you can go down as low as 36kbps with 40000KHz if need be.
You can add or subtract some kbps from the video bitrate depending on how much motion there is in the video. A lot of unpredictable color changes will make your video demand a lot higher bitrate for the same quality
