If you mean the Light Machine Guns, they were supposed to do that. They aren't meant for accurate fire, they are meant for suppression. In WW2 for example, British Bren (I think it was that one, at least) was accurate as fuck, but it was too accurate (ironic word to use with a weapons that fires, I think). For suppression it's better if bullets fly more randomly resulting in a bigger spread. Idk if they changed Bren after war, but later LMGs were less accurate than it intentionally
