Their base is under mortar fire from insurgents. The Centurion C-RAM systems (essentially land-based Phalanx CIWS) can detect the mortar bombs on radar and are trying to destroy them before they hit the ground. Meanwhile, they've apparently also got a fix on where the mortars are being fired from (again probably from radar data) and are trying to perform some counter-battery fire with high-explosive (HE) artillery before the insurgents can pack up and run away (hence the soldier's sense of urgency for getting the guns loaded).
