No, go for allround web developer. Companies hardly ever hire dedicated designers.
There's generally 2 ways of how things are done:
1. Small companies
1 team of multiple developers taking on 1 project; doing all aspects themselve (documentation, design, building, implementation etc)
2. big companies
dedicated people for everything, then goes to big warehouse in china with 1000 developers coding the thing
