How To Remake Album Cover Effect?

Since the album 'Hesitant Alien' by Gerard Way came out, I've wanted to recreate the image effects done on the cover. How would one go about doing that? It looks like some basic 3D filters just done up over the photo to me.
This is by far the most requested shit on this board.

It's a neat effect. And some album effects are hard to do.
I'm thinking that it had a bright light going on from the right side with a subtle 3D effect going.

It's called chromatic aberration

lots of different ways, you will find lots of tutoriales with different methods.
I think grabbing the independent color channels and just moving them around a little is the easiest one.

OP here. Thanks. I didn't know what the name of the effect was. I'll write that down and google it. It's probably my favourite effect on a photograph that I've seen. Especially love it for this album. Thank you so much.
