export a file to bmp
import into audacity as raw data (u-law, big endian)
add effects
export as other uncompressed file (raw, u-law)

In gimp just moving the view of your image around a lot causes a lot of artifacting that you can screenshot

Here's an example with several layers of the glitch artifacting
