You say this but there are literally whole threads here dedicated solely to what you just described, they are called album art threads.
Couldn't an American citizen argue that its ok to use NASA images due to NASA being funded by our tax dollars?
As for the image, its an over used picture. If this is for a personal thing that's different do what you like for your self, but I would suggest refining the edge of your mask, or if you simply cut it out and deleted the background add a 1 pixel feather to help give it a more natural look and less of a cut out look.

Photoshop is too accessible to kiddies. They all know the basic functions, so that makes them designers. Reality is they are shit hacks, like OP.
I've become very comfy with AI an draw and it's been financially rewarding.
I've got to the point where GUI and web developers who use Photoshop amuse me.
