Please help I know literally fucking nothing about cameras.

My mom wants a point-and-shoot that's waterproof or at least water resistant, and pretty tough. She's no photographer or tech person - can't even give her a smartphone - so won't be messing with any settings.

What are models to look at? Don't want to spend more than necessary. I don't suppose /CSG/ is any help with still cameras

no problem, senpai, just make sure to specify what your budget is along with everything else you mentioned in here and someone will help you out pretty quickly

Never owned a digital point-and-shoot. I'm correct in assume even something ~$200 blows a smartphone out of the water?

it will blow most out of the water, given their typically larger image sensors and optical zoom, but you'd be surprised to find that a lot of them in that price range can't do things a lot of higher end smartphones can do, like 4k video, faster burst photo modes, slow-motion at 240fps and obviously the convenience of it being a phone.

with that said, you can still get a pretty darn good waterproof compact from fujifilm or panasonic or olympus at that price that you most definitely won't get with a smartphone.
