CPUs/Mobos/Ram are safe especially with DX12 and Vulcan utilising them way better than dx11. If you're into rendering just buy some used Xeon and shut up. W10 fixed my bottleneck on 3570 in poorly optimised Slav games like witcher 3.

Yeah no, you were just due a reformat already. Witcher 3 is one of the best CPU optimized games. So much in fact that even the pathetic amd line of FX cpus were actually utilized to their full potential and were getting slightly higher performance than even high end i5s such as the 4690k.
Played it since release with my 3770, except I had hyperthreading off at the time, so it was a glorified i5 with virtually idential performance to your CPU and there were no CPU bottlenecks at all whatsoever.
