No. It's still an unfinished mess and the next big updates fixed and adds only shit that literally NO ONE asked for.
I've used it since it came out and would've defended it as a good OS but the shit they keep pulling made me go back to 7. Fuck them. Seriously.

The bash thing and ubuntu are the only noticeable things for the update. The rest is just bullshit for touchscreen laptops and phones. What the fuck, I expected more but I'll probably use less than 10℅ of what they added. Fucking jewsoft.

From what I hear, the filesystem is still accessible. the only limitation is it can't execute Batch commands, but you can probably get around that by assigning aliases to premade .bat files.
So you *can* control Windows, it's just a bitch to set up
