This IS real, but only on genuine Microsoft software.
Some older Phenoms had disabled cores so they could sell an extra product line. Usually they get binned because of shit yields, but you could actually unlock the cores.

I bought one gambling on unlocking the extra core. Got a Phenom II X710 that was 2,6Ghz stock with 3 cores, ended up with 4 cores that I overclocked to 3,2Ghz.
I miss the times when overclocking your CPU made sense.
