It's a meme designed to flood the industry with low quality programmers in order to turn software development into the janitorial work of the 21st century.

Most programming jobs are basically mundane CRUD work designing data entry guis for websites and business software.
CRUD programming is basically computer janitor work.
They want to lower the wages to match.

Basic CRUD work should be cheap. It reflects the value of the work.

contrary to popular belief making good websites takes a lot of work.
javascript is not nearly as shit as it used to be.
you can do a lot of amazing things with it now.
making a simple website is easy.
making a website for the modern internet not so much.
theres so many factors you have to take into account and many things you need to know.
you can easily fuck it up.
dont lump actualy web developers together with designers.
its very hard to make a really big website due to the fact that the environment its run in is completely out of you hand. making a backend often times much easier. since you have much more processing power available and the environment its run in is always the same and controlled by you.
not so much for the client side.
theres still some issues with how unflexible http is in general since it wasnt designed to work like everyone is using it now however. given the circumstances its come a long way.

also fortunately companies know when to use a lowly web designer to make a wordpress blog and when to hire an actual developer who can make everything from the backend with databases to a frontend that works properly.
just look at many job postings for web developers.
most of the m now require you to know how to make and work with rest apis and databases. even in the front end sector a lot of people will require you to know things like angular or react and node with a bunch of node packages.

web development is becoming serious business due to everything now being web oriented.
some one who doesnt know how the javascript stack works or the actual http protocol has no place in this industry.
