has to do with component binning.
Mil-spec components generally must pass a much more difficult test for their resistance to effect by high/low temperature, vibration, irradiation, etc.
HOWEVER, in reality you will never reach anywhere near these limits in your daily use, unless you live in a volcano or space station.
Basic component: good up to 200C
Mil-spec: good up to 250C
Mil-spec 4: good up to 350C
(or similar, the spec varies by what type of part is being binned)
