YOu don't need to reinstall if you know what you're doing, but otherwise you do. The thing that matters is whether your SATA controller changes or not. If it does not change, Windows will just boot as normal (might deactivate). If it changes, blue screen.

I moved from an FX-6300 to an i5-4690k all I did was change out the MB and CPU, everything else was identical and it booted right up and into windows as if nothing had happened.

Well I'll leave a hint which is all that is needed.
If you uninstall your HDD controller drivers before switching the drive over to new PC, it should work.
