I haven't read the rules, but maybe it doesn't clearly say that such traps are not allowed and he wanted to see how far he could bend the rules.

Doubt it, the list of unauthorized weaponry includes "entanglement devices", and it doesn't seem a rule that easy to bend for the case of a net.
