Looks like that piece in the middle is glued in. Try pulling it out with pliers, or cutting the thin parts with a dremel.

>Hose down with contact cleaner
>Dry off
>Gently coat with lithium grease

The grease will give it a nice new shiny look, but also create a light protective film that will help prevent dust from building up in the first place.
