I'd like to make a website with both forum and imageboard layouts which are separate, but you can switch between them with the click of a button.

How do I make this happen?

Start off from a forum, it's more powerful. Then try add some image board code into it.

you could do this with knockout.js easily using dynamic class attributes. Then you can use 1 unchanging css file for the 2 different css variants of each element
