Isn't it better that way. This way the government is not dependent on the companies making their software. This will also prevent applications that the government are yousing to spy on them. As an added bonus you get more linux addoption, which is always great.

This isn't about off-the-shelf software like office suites. All it mandates is that any software developed for the govt is to be available to the public, like how in the US anything written for the government is under public domain.

if you switch the software of an organisation like that one city did without providing training in adapting to the software or how to handle formats from the old software of course they're going to want to go back to the old software
