Hi /g, I'm curious about the deep web and have been wanting to explore it, but I'm not sure the best method. I have a windows 10 desktop and I've heard windows is not a good option for this. I've heard that TAILS OS is a solution to this problem. I'm wanting to know how /g browses or would recommend to me how to browse the deep web safely?

before you even want to start looking around you need a VPN and may need other software. Tails is a really good but that's not all you'll need.
One more thing - be very careful in the DW it's nothing the fuck around with. You may see things that will scar you and/or get you in trouble if your not careful.

Use a VPN + Tor Bridges. Always use Tails/Whonix. Don't trust the TBB by itself.
Running Whonix inside Qubes might be an even better option.

You dont need Tor to access the Deep Web. The deep web is just any site that cannot be accessed by google (e.g. unlisted youtube videos, your bank account, ect...)

If you don't mind the hassle you could try using KALI Linux for the deep web. Theirs a lot of steps for that though
