Raja hasn't clarified why he did that comparison to the public at least that I know of. The reason is that he believes multi GPU is the future. Moore's law is shit on very fat chips, but it's still pretty clean on smaller chips, i.e. the cheaper ones that most people buy. To add why he believes it's the future:
-there are APIs like DX12 and Vulkan that use multiple GPUs as one big pool of resources, eliminating all the rubbish manufacturer implementations
-two smaller GPUs cost way less and benefit both consumer and the manufacturer; everyone would love to have GTX 1080 performance at $400-$500

I'm not an AMD fan but all of my cards have been AMD since the 4850 and I can't afford gsync. 1500ish mhz clock is going to put it in fury nano range. Dota 2 already got Vulkan support since last month and the Vram requirement jumped 4 times compare to the DX9 version.
So basically a minimum AMD card require to run vulkan is 7730 or R7 240, but if you own the 1GB version then the game wont run under Vulkan.
