I have exhausted all other options. I recently built a new PC. I am running a 4790k on stock cooling.
>Turbo Boost I get 29-31C idle and 75-90C playing CS:GO
>Stock 4.0ghz I get 30-32C idle and 60-70C playing CS:GO
Are these normal expected temps for a stock cooler or do I have a bad chip?
I have re-seated the cooler already.
I plan on buying a Kraken x61 but wanted to make sure my chip isn't fucked before I blow money to OC it and can't fight temps worth shit.

Sounds normal for stock cooling. I wouldn't over clock personally without an aftermarket cooler. But whatever. No reason to freak out but I wouldn't want my CPU going above 80c so I wouldn't "turbo" it

Why do the stock coolers suck so bad? I researched the fan and it has a max RPM of 2200+-10% and I get 2080RPM on full blast. It's bullshit, why would they ship this cooler with such a hot chip?

Because intel is a bunch of cheap fucks who expect the end user to use third party cooling anyways.
Go get a Hyper 212+ or Evo, you'll get much better results with a proper tower cooler.

I am just going to get an AIO until I get a GPU that will last me a while and build a loop. Currently running an OC'd GTX 950 and it wouldn't be work custom looping it. Soon tho. Was able to stable clock it to like 1.6ghz tho.

Stock cooler is designed to handle stock clocks. It only provides headroom on lower-TDP chips.
If you want overclocking, get a better one.
