If I got dualboot, can windows 10 go through my files on the other partition where my loonix are? Or do I need to encrypt b4 I'd ""upgrade"" to win10?

You can copy files from your Linux partition using DiskInternals Linux Reader. But you can't write to it.

Windows can of course access any partitions on any disks attached to your PC. But since it doesn't understand ext4 filesystems, it may as well be a blank partition as far as it's concerned. You can see that from how it asks if you want to format it if you click on its drive letter in Explorer.

yes it can. it could also change the bootloader to steal your password if you encrypt the partition. just use a VM for win10

If you were a tinfoil hat wearer, and you really were worried about them seeing something unsavory.
Windows may not natively understand it, but if microsoft is searching and looking for something in the background where you cant see, you can be for certain they will be able to see any standard formatting.

No, because windows has no built in support for reading the ext filesystems as far as I know. When in Windows 10 my Debian partition doesn't show up except in disk management.

This. There are Windows tools for reading EXT file systems and even reading LVM partitions.
