Extreme oversimplification. The load is a combination of these three factors:

1. yuv420p10
2. HEVC
3. the fact that it's fucking 75 Mbps

It's mostly #3, and some #2. Transcode it to 10 Mbps H.264 and it would work fine on virtually any modern desktop.

First of all the settings arent't saved second of all I'm having profiles for certain games that are going to load up automatically. I got 24GB og RAM, I couldn't give a fuck less about it.

Extremely simplified: The more encoded bits there are, the more the CPU has to decode. A 70 Mbps video is going to be an order of magnitude slower to decode than a 7 Mbps video. There's simply that much more data for your CPU to process (with essentially the same algorithm).

Resolution pretty much only matters for the renderer, not the decoder.

Even at 16-bit 4K 60 Hz 4:4:4 content, you only need to sustain about 3-4 GB/s - multiple orders of magnitude below what DDR3/4 memory is capable of in raw throughput.

Your primary bottleneck there is texture upload rate and texture fill rate, since it needs to go through the GPU. But even that is plenty (PCI-express 3.0 x16 has about 15 GB/s of throughput and even iGPUs can draw like 20 GT/s compared to the 1-2 GT/s you need for basic GPU rendering).

For the decoder, the most important bottleneck is how fast it can run its intra/inter prediction, motion estimation / motion vector prediction, deblocking, inverse DCT, SAO etc. primitives. These are generally implemented with hand-written assembly that uses modern SIMD features such as AVXn or SSEn, which have a limited throughput rate. That's your primarily bottleneck for decoding ultra-high-bitrate HEVC, and if you want to optimize it you need to improve those algorithms or switch over to hardware (ASIC) decoding.

My point is that if 4K is slow in your tests it's most likely just because your renderer is a complete shit (e.g. if you were testing in the browser, I'd blame it on that) or because you're on a really low-spec device.

But a modern desktop should have absolutely zero problems with 4K 60 Hz content as long as it's encoded at a reasonable bitrate and with a reasonable codec.

You should have next to zero problems. I don't even get 50% cpu usage, and that's decoding the VP9 version. But this is because it's not only 8-bit, but it's also at only 25 Mbps.

If they had jacked the bitrate up to 70 Mbps I most likely wouldn't be able to play it either.
