Would buying a 3rd party non-reference RX 480 overcome the power draw issues?
I'm not particularly concerned about the overclocking stuff since I don't care about playing games on ultra settings. I only care that it won't fry my motherboard.

Yes, with aftermarket coolers reference 480s are getting clocks nearing 1.5GHz, limited only by power.
When we see vendor cards with better cooling and power delivery the RX 480 is going to look a whole lot better.
