No, its a single CPU with 3 core clusters. A variation on ARM's big.LITTLE configuration with one more intermediary step for finer control over power states when switching workloads between cores.
Matter of factly it does save power. MediaTek has a slight edge because they have internally developed IP which is essentially a coherent memory bus and interconnect for CPU logic. Other SoC vendors had teething issues with big.LITTLE performance while MediaTek had it ironed out.
ATI was in the mobile market for a bit. AMD sold that branch to Qualcomm though.
