Yes absolutely. The author is the designer of C++ an d he knows what he is doing. If you pirate it make sure you got the second edition otherwise your stuff wont compile in some cases.

Honestly I'd first look into C if you don't feel that much confident, and some higher level language to get a grasp of classes.
I found the transition to C++ way easier with these two above.
Get yourself "C Programming: A Modern Approach" & "Pointers on C".
