Krita 3, though you have to export the frames into another program which is kinda stupid, but it has very unique line quality for an animation program.
Blender is an open-source 3D modeling program. Once finished creating, and rigging a character, you can then animate. I'm 2 weeks in, and so far I can model some low-poly animals Pic related.

/co/ always has a drawthread active, so you could ask someone there. I'd imagine /gd/ and /3/ would discuss their tools. If they're not specific enough, reddit ought to be.
I've been spending a lot of time on /co/ and toying with the idea of getting into art. Krita looks cool so I might actually give it a try thanks to this thread.
