Well yes, because the 390 is a factory overclocked 290 even at its base clock, and since there aren't any reference 390s, it will be a custom model that's further factory overclocked above that. Most come in at around 1050MHz out of the box. The fact that a reference 480 is so close is honestly encouraging, as it means custom models with their factory overclock and better cooling should breeze past it out of the box.
