it does not support a full hardware-accelerated path for video decoding and presentation, just decoding. Because of that, there's no support for GPU deinterlacing (very useful for ATSC, DVB or DVD viewing) or postprocessing(content-adaptive noise reduction or edge enhancement). If the whole desktop is not using VSync, video will tear because the renderer can't wait for nearest VBlank to present frames.
Adding that functionality would be hard because of how is VLC designed.

I've used the portable version since 2.0.6 (on this machine) and i've never got this particular problem, which is weird.
However I mostly use VLC to laugh at it. It has a bad GUI and questionable playback quality.
Been using SMPlayer since 2007 on both Windows & Linux and for the most part it just works (tm)

VLC's become unbearable to use but it's the only one that lets me open the TV folder instead of having to open an individual episode and then only playing that season of that TV show since that's what I opened.

If you see no point in using mpv then keep using vlc. There's no need to force yourself into using another software to play your media so you can fit in in an anonymous consumerism board.
I am using mpv on my laptop only because vlc shits the bed when I want to watch a HD meme of thrones episode on my 12' thinkpad.
Otherwise, on my other more powerful machine, I keep using vlc out of habit as long as it just werks.
